Xcom 2 Ini Tweaks 10

Currently patch 1.2 released 3/11/2016
This mod contains just a few basic .ini tweaks to game files that alter some heavy weapon stats.
I personally felt, after doing a few proving ground unlocks, that some heavy weapons were suboptimal to others.
This mod attempts to balance out which heavy weapons you will take on missions by making the following changes:
Flamethrower and hellfire projector (heavy flamethrower) heavy weapons:
- in vanilla, does less damage than alternatives (rockets, shredstorm), not effective against robots.
- gain one charge each for a total of two uses per mission to compensate.
- Significant increase to flamethrower/hellfire spread (listed under 'radius' at loadout)
Plasma blaster:
- in vanilla, has the most restrictive targeting of all HWs (a straight line as opposed to a cone or AOE).
- had its damage increased to 11-12 (highest of all HWs). Also pierces, but doesn't shread, up to 6 armor (similar to vanilla).
Shredder and shredstorm:
- Slight (15-20%) decrease in shredder/shredstorm range (spread listed under 'radius at loadout')
Patch 1.2: info about range etc in soldier loadout should now be accurate.
As usual with XCOM mods, if you install it and then uninstall it, any saved games with the mod will fail to load.
Feel free to incorporate this mod into any more comprehensive mods of your own. Would appreciate a citation in the readme if so.
This mod does not overwrite the native .ini, but may conflict with any mods that change the exact same specific lines in XComGameData_WeaponData.ini in your config folder.

XCOM 2 is great! Well, mostly. It has some performance issues and, more pertinently, it can get a little frustrating with fickle random number calculations and Central screaming at you all the time.
